安永公司汽车部主任邦切夫指出，奇瑞还打算在俄扩大生产规模，到2010年计划年产45万辆。他说：“俄罗斯最大的伏尔加汽车公司2007年才销售66.35万辆。如果是小批量生产对任何人都不会有威胁，但如果是大规模生产，那么问题的性质就变了。”
　　其二是与俄产业政策变化有关。
　　位于加里宁格勒自由经济区的阿芙达托尔公司享受关税优惠，并拥有多条进口品牌汽车组装生产线。它从成立伊始就遭到俄各大汽车厂家的围攻，俄汽车制造商联合会一直游说政府取消其优惠。奇瑞占阿芙达托尔公司组装车产量的一半，从与阿芙达托尔公司的合作中得到很多实惠，后者的组装车比整车进口便宜15%至18%。
　　据俄媒体透露，迫于压力，俄政府已计划减少给予阿芙达托尔公司的优惠，将只批给该公司1万至2.5万辆组装车的年度免税额度，额度外组装车只能出口。因此，奇瑞压缩在俄现有产量将不可避免，扩产计划也将成为泡影。
　　实际上，奇瑞并不是第一家在俄遇阻的中国汽车企业。长城、中兴、力帆等中国品牌在俄建立汽车组装厂的计划都遭遇了俄政府层面的障碍。主要原因是中国汽车品牌在俄生产方式不符合俄产业政策要求。根据俄2005年颁布的有关汽车组装的“166号法令”，在俄组装汽车的企业可按不超过3%的关税进口汽车组装件，但前提是要在俄进行焊接、喷漆和组装的全部生产过程，年产量不得少于2.5万辆。
